The Quebec's regulation system is designed to protect the health and the safety of the population. It guarantees that the professionals observe the standards set by their respective professional association.
The regulated occupations are controlled by provincial laws (and sometimes federal) and ruled by their professional association or professional corporation. Any person who wishes to pursue a regulated occupation has to obtain a license from the organization ruling the profession. The entrance requirements to a regulated occupation may differ from a province to another (examinations, supervised work period, language proficiency assessment, etc.)
However, there is a program that aims to develop interprovincial standards. The interprovincial Red Seal Program brings together the provincial, territorial and federal government and promotes the work force mobility. In order to do so, the program contributes to the implementation of common accreditation standards for every trade and profession. It relies on the national analysis of the professions and interprovincial examinations.
